Turning in Note from Arantir didn't give faction

According to the wiki: http://wiki.project1999.com/Wizard_Epic_Quest , I should have got TrueSpirit faction increased after the turn in, but I didn't. Did something change or did it bug out on me? It looks like the turn-in did not fail, however.
