Best race for cleric
 

Now I'm planning on making a cleric. But I'm kinda torn between dwarf, human, halfling, and dark elf. Does one have more benefits than the others?

Halfling Clerics come with the ability to get asked for a SoW everytime you log on.

Human inny. Access to the awesome snare neck and other quests in Paineel. Sure, doesn't start with as high WIS as other classes but that doesn't really matter much.

I've played a shammy and Cleric each for some levels, my friend is rolling a warrior. Is cleric a better choice over shammy?

The real question is, which one do you feel like playing for 60 levels? Is your only goal to be a good class to duo with? What kind of role do you wish to fill? This game can become a real chore when you end up playing a character because it is "more useful" rather than something you enjoy.

Honestly I enjoy both. On my cleric I wish I had SoW, on my shammy I wished I healed better lol

Most of the benefits of race is aesthetics. Dark elves get hide, halflings get sneak + hide. Dark elves and humans can wear robes which HFL DWF cannot. If you go human innoruuk you can quest for a couple cool clickies that nobody else can get. Dwarves get summon ale neck at some point.
At 60 it's not a huge deal except being able to wear robes. There's some cool fashionquest ones like robe of the Chamberlain and then there's some amazing stat ones like robe of the azure sky.

Don't halflings get a exp buff?

One of these problems can be fixed pretty easily with common consumables
