Afaik it's only faction based.

did mine at 39, on shm no1.

however that was before the epic nerf. Cant see it making any difference tbh

just do the damn quest properly up to that point, and dont be a cheatin little shiite!

(if your too weak, you can even buy the drops from rathe mtns)

just did the quest at 38 : worked perfectly

Do you need to be a shaman to right click these?

You have to be shaman to use them. You can't even get the faction required to get boots unless you're a shaman.
