This merchant is the merchant for purchasable wizard spells in Firiona Vie. He is currently missing the following spells:

Spell: Jyll's Static Pulse
Spell: Jyll's Wave of Heat
Spell: Jyll's Zephyr of Ice
Spell: Markar's Relocation
Spell: Tishan's Relocation

I don't have an active Live account, but I think that these spells were moved from this merchant at some point based on the following links.

As you can see, the last link lists Tyrin F`Linz as one of the merchants to carry these spells, but not Selien Nartoise. Tyrin F`Linz is the equivalent spell merchant located in The Overthere. I would be willing to bet that if you check his inventory, you'll find that all fifteen spells are available for sale.

Palusiel Drobius should not be in game right now, but I haven't been able to check East Freeport to confirm.

I remember showing a wizard where to purchase these at so I know this to be true.
