These in game yet or are they post velour? I know class on them says BST but maybe added when BST came out? Anyway, anyone know for sure?

Doesn't appear in the Smithing / Fletching list until mid-2002 (Luclin/PoP).

Though all components are obtainable in Velious, many tradeskill items were added in Luclin that included Velious stuff. The Blessed Fishing Rod for EotS quest for example.
