The program is based off one in Richmond, Calif., where its developers say it has led to steep reductions in regional crime. Richmond's program pays participants up to $9,000 per year, but District officials did not say how much selected Washington residents could be looking at receiving.

Hint: both those things, and many more, are off-limits to program participants.

On topic though, I don't really see what is wrong with government sponsored racketeering. Public sector unions already do this sans the overt threat of violence and we celebrate it.

On the other hand I suppose it could be viewed as questionable to incentivize crime like this though :/
