Those who have this or know, does this proc have the stun component to it? or is it just the dd?

It stuns and it rips aggro pretty hard. Numerous SK corpses tell the tale.

I got one on my lvl 1 paly the other day! I am curious tho, when will I hit for max damage? I am told lvl 30, is that accurate?

You'll break final damage cap at 30,yes speedi. But dmg cap gets mini lift at lvls 10 and 20
