Should be able to do this combine as per patch V41. When you try to combine the materials (Sandalwood, Heliotrope) in a Medicine Bag, you are given the following message.

[Mon Feb 01 17:39:26 2016] You cannot combine these items in this container type!
[Mon Feb 01 17:39:27 2016] You cannot combine these items in this container type!
