An earthquake is when all the raid mobs on the server repop at once. Maybe it's every mob on the server, I haven't been on for one before, but I've heard that your screen shakes and there's a message.

Bot sure how nooby you or others may be, so I apologize if I'm telling you stuff you already know but, basically when it happens, all the guilds assemble as fast as possible and pick out raid bosses they want to kill. Races happen, which is what makes the game fun for a lot of raiders. It also can reset the variance on all the mobs, so all the raiders and people who claim to be casual can re-update the guild spreadsheet when the next spawn is set to occur.

They're not that common I don't believe.
