Project 1999 - wizard epic post revamp, getting spare gear parts broken? bugged? unlucky?

figured ide post this here instead of bug forum since ive heard some people get this, others it worked fine. Looking for more input here.

So basically I am dark elf, lotta them are KoS to me in Halas but I still managed to buy the potion, turn it in(spawning Arantir, Nothing on the wiki or other wiz guides indicates any dialogue needs to be typed to him, some say you have to hail him.) I was indifferent to Arantir,

After hailing him, I got no ring to go to chalice with, I gave it one more attempt(like I said, im a dark elf, level 55. I had a TL box up each time I did this cause the mobs whoop my ass near by).

Upon going back to Arantir, I tried What Gnome? I wish to hear your story(this got some lore asking about a gnome he forgot the name of, i assume Kandir or whatever in BB)

So basically, WTF happened? Why was I not given a ring by Arantir after turning the chargeless potion in? Every epic guide indicates you are given the ring without issue.

Should I pull Dargon to the zoneline next time and have a friend keep him there for me so I can deal with it without aggro? Or is this just flat out broken? I know people who have got the spare gear 1-2 weeks ago, I read some old bug reports about similar issues too but nothing that tells me what went wrong. I was told by many people that as LONG as im indiff to arantir i should get the ring, and none of them recall having to say anything to arantir other then just plain hailing him
