lvl 39 wiz spells not on vendor?

So, the wiki says that npc has self ports and translocate spells for wizards, yet he doesn't. They're greyed out on the wizard spell list page on the wiki... yet people are constantly asking for translocates in game? Can anyone help explain this?

If these spells aren't in game yet is there any eta when they will be? Thanks.

They now sell the self port to Combine only. The other TL's are not in game until http://www.tski.co.jp/baldio/patch/20010508.html

The spell: Translocate, and Spell: Translocate Group are dropped from velious mobs.
