Can't buy spells

Hello,
new player here on P1999 but not new to EQ.
I started a wood elf ranger on the EZ server and when I try buy spells in my home city they will not sell to me. What is up?

I don't really know anything about the EZ server except that it's not sounding so easy! I think there's a special zone you can go to and get all your spells and armor and stuff for free? Don't quote me on that!

I'm a little confused here. Project 1999 doesn't have anything to do with the EZ server.
