Cannot start "The Spirit of Garzicor"
 

I tried to start this quest (The Spirit of Garzicor) as it was supposed to be implemented with the latest patch however I cannot get it to work.
I'm max faction with CoV and do not get any response from Oglard to start this quest, I've also tried several of the lines you are supposed to respond with and no answer as well.

I also tried doing the quest conversation with Loremaster Sarl, same there, no response on hail or the lines you are supposed to respond with.

I've checked both the wiki and allakhazam and can not find any other input on what i could be doing wrong to start the quest so I'm posting here in the bugs forum assuming this quest wasn't implemented correctly.

Did you try killing them to see if it resets the script?

Thanks for the suggestion Ele, I haven't tried killing Oglard and unfortunately it would be very hard for me. Hes a level 65 warrior which I cannot solo, do you think I could ask a GM to DT it and see if it respawns with the correct script?

Ground spawn in howling stones is not there on the red server.

Cannot find the ground spawn on blue (HS east) - i figured someone had picked it up but if its not there on red either...

The entries for the ground spawns are there. The zones need to be brought down, and back up for these to function properly.

Curious about this. The FM piece is spawning. What could be the cause of one spawning but but not the other

Gray Colored Ice has been spawning since Kunark. It is also used for Trooper Scale Pauldron quest.
