These NPCs seem to be set to stun immune, perhaps the halflings are flagged as giants or something?

Allakhazam lists their max level as 55, so they shouldn't be immune to any stun spells. Currently you will land a stun on them and they will continue beating you up through the stun.

This might be intentional to avoid an exploit with these particular guys.

If I'm following your strain of thought there are probably better ways to avoid the exploit you're thinking of like cooldown timers on halflings spawns / preventing multiple sets being up at once.

Sorry for bumping an old thread, but:
I conned a few of these halflings today with my lvl 57 monk, they all conned white, which means they are lvl 57. Are they too high lvl on P99 compared to classic?
