kael/sky shrine armor turnin faction requirement
 
May 8th 2001 patch. Should be lower for SS/Kael for a couple months

- We've made a change to the Velious armor quests. The folks in Kael
and in Skyshrine that give out rewards for these quests are now being
stricter about who they will reward quest items to. You will have to be
considered an 'ally' (see Features section below) by these NPCs in
order to be able to complete these quests. If you are doing quests for
the Coldain, however, they are somewhat less picky, and they only
require that they consider you 'kindly' to reward you for your labors.

They are actually supposed on be on Dain, Tormax, and Yelinak faction and only require indifferent for a few months. Quest givers should also be level 35 for easy charm or sneak questing at indifferent.

They switched to coldain, zek, cov at a lower standard than the implemented ally of that patch.

Timeline should be something like:

Release to April 2001 -- Quest armors on city leader faction @ indifferent.

April 2001 to May 8, 2001 (patch above) -- Quest armors on city faction (coldain/zek/cov) and use indifferent.

May 8, 2001+ -- Quest armors at Kindly for Coldain and Ally for Zek/CoV

Nice find Oleris. Ele giving some great linked evidence as well. If dervs confirm/agree this seems like it should be implemented. On a personal note - there has not been much talk forum wise that I've noticed about it being too difficult or a problem raising faction enough to complete armor quests. Now that this information has been found out people may change their tunes on the subject though :P

That's why they changed it - it was too difficult to raise those factions outside of tons of hand ins or getting hits on city leaders.
