servers are up but I don't have any characters?? I re downloaded the patch

Coworker and myself are seeing the same.

Closing/reopening EQ and logging in again fixed it.

It's nice that the classic patch experience is preserved here on P99. :)

still not working,

new files + p1999 EULA when you start client.

I already downloaded the files, it says client isn't updated one minute then the next time it says spell files out of date

did you extract to right EQ folder?
