Change Surname??

I've been wanting to change my Surname is this possible?

last time i petitioned for it i had it changed within 30 seconds lol.

i forget which one it was that did my surname, but i told him thanks and damn that was fast. he replied with "guaranteed surname change in 30 seconds or less or its free!"
