Project 1999 - Why Colgate's Name wasn't Changed

This isn't a rant or a flame but since I will be banned for posting in PvP Server chat I will post it here(Prolly gonna be banned anyways simply for telling the truth)

This is the first time I heard of this rule that once ruled upon it cannot be changed? How many times was someone found clean for RMT and then new evidence was supported that changed the ruling?

This is also the first time I've heard someone's emotional state can over-rule the evidence provided. Does it also matter if someone is mad when they present evidence of RMT must they present the facts calmly or the RMTer is allowed to go free?
