Lay on Hands
 

Lay on hands is not doing a full heal when buffed. I only have noticed it when I have a HP type buff cast on me I will get healed for what looks like my base HPs instead of the full value. This may actually be working as intended as I did not play with the pally class until much later in the game.

That's how it works.

That's not how it worked in EQ99 though. They changed it later. In EQ99 you could cast loh with a lvl 5 pally and heal a lvl 50 war to full. No idea when they actually made the change, but I do remember it being before they revamped classes.
