My brother played a necro on live, release to LoY and I'm giving it a run here.
Some conversation with him brought up some questions, mainly about gearing and playstyle, so I thought I'd ask the group:

Somewhere the belief that the lower the charisma, the better fear works.
Real or Myth?
Corollary to that:
If low charisma=better fear, then how does a necro charm undead?
Is that the same mechanic, or do necros have a charisma set?
If they DO have a charisma set, how?!?!?!
How do you stack enough cha to get up anywhere near the 200 where chanters say is the magic number? my starting 60 cha is pretty low. Do you need 200?

So for you TL;DR folks,

How does a necro reconcile the understood need for lack of charisma for effective fear with the understood need for high charisma for effective charm?

Charisma and Fear are not related. Nor are Necro Charm and Charisma (dont think so anyways). Charisma is a factor in Chanter and Druid charm though.

My advice: wait for kunark and make an iksar.

Thanks, but that doesn't tell me alot. Are you saying necro charm works fine with 0 charisma? Or that Fear does not get better with low charisma? or...?

My Iksar spot is reserved for a shaman.

CHA has no effect for any necro spells. not fear, not charm, not mes.

Necro charm is based on mobs magic resist as is fear

So cha is un-necessary stat for necros, and fear/charm will work better when preceeded by the 'Scent of____" spells?

Any idea where the low cha= good fear myth came from?

duration of necro charm will depend on the mob's level and magic resistance (and even then it's quite random, but the average duration would be significantly longer).

charm has absolutely zero effect on fear.

charm has absolutely zero effect on charm.

Scent of xxxxxxx line does not lower magic resist. It does not help with charm.
