So I am curious as to the mechanics of Thistle, he is a very important NPC for rangers who want to quest for their gear, and yet after the dec patch where Nilbog mentioned "he may spawn in multiple locations" he has all but vanished. We all know and after many discussions agree that he is WAY more difficult to find than he should be. Any light on this subject would be much appreciated, thanks in advance!

I started clearing out all the faerie maidens, and the entire faerie city in the northwest. You'll notice that upon the deaths of some faeries, a maiden spawns next to the corrupted brownie (think Quillmane) I would kill that maiden, and it seemed to cause Thistle to spawn somewhere. Once he was within track range of the corrupted brownie, and the other two times he was near the Steamfont zone. I got the Braided Ivy Cords on 3rd kill, as well a pouch of mistletoe with zero charges. Unfortunately, I never really figured out exactly what was going on.

about two weeks ago

Killed him maybe a week ago. He roams diagonally across a fairly large portion of the zone over by the faerie area all the way over by the wood elf vendors. He's fast as hell.

got raped by him on the way to sisters the other day so i know he spawns

I've seen him up several times in the last 2 weeks. Run loops around the zone and kill anything that isn't static. You'll get him eventually.

Anyone lock this down yet, or is it still "murder everything and he shows up"?

Im trying different things to try to figure it out, but not much luck so far...
