he is not standing at his spot in the corner of the forest next to castle waterfall or in the zone at all

is this guy not apart of PoM 1.0? he is needed for Armor of distraction which turn into the class armor

You get the deck by giving a King Cod card (from dinner) to Ferjeneror in the middle of the maze forest.

I don't believe this other npc is in the zone. I don't recall him from back then either
