Fear wearing off early

On my necro I've been noticing instances of fear wearing off early. Just like any duration spell sans maybe root, once it sticks it's supposed to last it's full length always.

Fear should have a chance to break early, the only exception was screaming terror.

I was itching to get this spell as I do a lot of fear kiting. Unfortunately the resist rate is extremely high and the duration is just as random as invoke fear (of course it has the POTENTIAL to last longer)
