Fish Dinner Quest on Kerra Isle

Roary Fishpouncer is supposed to reward you for handing in a 'Raw Darkwater Piranha'. I ran the quest today and after spending quite some time camping piranha in Nek Forest (well Nek River) I received no reward upon turning in the piece. :(

I'm having trouble finding the quest dialog and confirming the quests/spears existence before mid 2001.

Listed on Tokyo2001 EQ Quest archive site, but does not identify an award. Quest dialog below.

I Will Reward brave Fisherman who CAN Bring me some raw Darkwater Pirranha. The of my most delicious dishes darkwater piranha is cooking. I got the Kerran Fishing spear upon turn-in last year roughly - with amiably faction.
Could it be a faction issue?

Bump, ate my raw darkwater piraha today, with amiable faction. No quest dialog when I hailed him.
