Can't get Loginserver Account
 

I get to step 3 in the 5-step process to get a Loginserver Account. I've tried skipping step #3 for the SMS code, and I also completed it successfully. However, it just takes me back to step #2. I am unable to get to step #4 or #5. Am I doing something incorrectly?

go through the sidebar and click on step 4.
