cargo clockwork quest
 

cargo clockwork says all of the scripted lines; however, he never moves. he stays at his usual spot near akanon.

Pretty sure this quest was broken until quite awhile after classic. That's why when the quest was actually fixed, the reward was quite good and way too good for a classic reward.

So, working as intended... quest should always be broken on P99.
