pull up the task manager before starting the eq client and that may help with the hanging issue, I think vista TM starts with admin privileges? If not give it them before starting the client and that should allow you to set affinity without crashing yourself.

EQ crash if you set affinity in taskmanager.

You can also do it via a commandline in vista.

It looks something like this, fiddle with path and so on to match your own installation:
