You could always roll a dwarf monk or gnome shaman

Actually uthgaard, that screenshot is proof that halflings could be Bards in classic.

edit: also, are there any other items like that, with impossible class/race combinations?

The original VI item editor had a few easy buttons with no logic or error checking.

melee=true,priests=true,small races=true

That's why you have items that don't make sense, like the 2h axes that bards and rogues can equip.
