Part of the blame can be put on devs who reacted way to late to people griefing people with no solid crews with xp loss, which distilled the pop to its most assholish potential. The rest of the blame (probably most) can be put on stuff like Smedy labeling people having a tag or another as "nuthuggers", various similar stupid behavior and all that "snake eating its own tail" vibe you get from alot of the people playing here.

Boxing wont fix that.

You can have a box but it can't be higher than level 20 and it has to be grouped with legitimate new players not twinks. Or else you're banned.
