Paineel guards do not give keys
The skeleton guard in Paineel should give you a key when you say "I need keys" . I am an Erudite Necro and cannot leave the city area without one because on this server we are bound at the trainer instread of the nub hunting area like live was in 99.
Not to change the subject but Paineel was not even in the game in 99. Paineel was released in a patch a couple of months before Kunark in 2000. Necros started in Tox in one of the small buildings and to get off Odus you had to wait until level 8 so you could invis past the guards. Erudite SKs were years away so that wasnt an issue
