If the guild that violates that rule kills said target will loot be deleted everytime like this case or will the loot be handed to the other or will the dragon be respawned with same/different loot? I could see it being a cock block

Probably. They've also said that each time the rules are broken by a guild that the punishment would get more severe.

Notice that with the IB suspension they didn't just lose Druushk loot, they also lost all the loot for the upcoming week including the next respawns and if there is a simulated respawn..they're out on that as well.
