I am attempting to do the inert potion quest

However, Slansin does not spawn as per the documentation. He cannot be triggered

You just need to keep getting rid of the slansin you don't want and EVENTUALLY (it took me days iirc) you'll find the one with the good factions up. You'll see several other threads about this dude and quest if you search the forums.
