Question about my setup
 

So, 2 PCs, 2 accounts, my girlfriend and I play together. If she is not here and I am using both PCs at the same time, how frowned upon is this? Say, a higher level toon sitting on the side for buffing purposes.

That is the exact definition of Boxing and will result in a ban of both accounts if you are caught.

Early on, I also made the mistake of interpreting all of the strong wording in the posted rules against 2-boxing as actually just referring to actively playing 2 characters.

In reality, you should not have more clients running than you have people actively playing the game... Even having one person on an extended AFK is a gray area, so definitely don't touch the controls.
