Eye of Tallon and Plane of Sky
 

Eye of Tallon (Wizard spell) should work in Plane of Sky. After searching an old archive Plane of Sky guide I noticed something in a screenshot (attached below). This raid took place on 10/2000, which was sometime during Kunark.

"Succesful change to Eye of Winday's perspective" As you can see Winday is a Wizard. This screenshot was taken by dropping an eye off Island 8 looking down at Island 2.

Let the site load then click Data, then click Plane of Sky Raid on E'ci Server 2000/10 third screenshot from the top.

Pretty sure that nerfing eyes in Sky was one of those non-classic changes they made to trivialize the zone less.
