Project 1999 - Quest Issue: Peacekeeper staff faction issue

So I was doing the wooden shards part of this quest and it took an abnormal amount of wooden shards to get faction with the merchantsoferudin.

I am not sure how many points it raises High Council of Erudin for each shard, but it seems less than 5, possibly 3 or 1.

The Bankers in Erudin are on Merchant faction, my faction with them went from threatening to ally. The merchants themselves of course never con below dubious.

from my logs, it took me 450 shards to get from unknown scowls to apprehensive as an ogre warrior worshipping rallos zek.

so it seems this quest is giving less faction than advertised in this above post
