10% Healing Penalty
 

Is this currently live? I don't think it is. All non cleric's should have a 10% penalty to their heals until post luclin.

It is no longer possible for PC's to fear other PC's at all on any server. The same was also done for charm.

man i wish this was classic here :)

In effect for healing classes, but items that should be penalized (Invigorate/Trak BPs) are healing for the full 100 instead of 90.

my druid's greater heals heal for 270 so yeah this is in for classes, not sure about clickies
