Apparently losing a couple dragons has inflamed "The Pixel Coalition" inside Nilly, as I have multiple sources confirming the movement of wheelchairs in the outlands of Norrath. Meetings in the dark. Empty oil cans scattered in the corners of Kithicor Woods. I've used an artists rendition to explain the plan that Heartbrand, Gongshow, and other officers are going to hatch in a coup against Nizzar to take control of Nilly, and the loot funnel before it all collapses. They're all trying to secure their golden parachutes before Azrael gets inside VP for good.
