Project 1999 - Spells: Diamondskin usable by SKs, Post-Velious Hybrid Improvement

Diamondskin (44wiz, 44nec) is currently scribe-able and cast-able by 59 SKs.

This should not be the case until the big hybrid improvement patch post-Velious.
