Lambent Armor Quests

Can't find an answer.

Can a non-bard do the Lambent Armor Quests?
Does it require amiable faction, or just non-kos faction?

Any class. I THINK only enchanter quests there need amiable, but I am not sure. I have done necro, enchanter and wizard quest pieces on my bard at amiable faction.
