BindWound Skill Broke?
 

I have my level 51 rogue at 180 bindwound skill and have gone through 100 bandages without a single skill up, is it bugged on red99 or can someone confirm via screenshot/timestamp in game that bindwound is properly raising above 200+ for rogue/monk/war?
