In the past, the elephant calf always spawned in the same location, so it was pretty reasonable for bard/druid/ranger to go track the paths of Quillmane while the calf was constantly killed. Heck, even the tracker could knock out a few lioness placeholders in between tracking locations, as the lioness's pathing is pretty. predictable
Now, aside from a tracker using a well known macro to know which placeholders should be killed, there is not really a good way for placeholders to be found and killed unless someone is a bard/druid/ranger; even then, it is still difficult for tracking classes to find placeholders. Furthermore, anyone that is not a tracker does not really add any value in assisting with finding Quillmane aside from sitting on a spawn point.
Basically what I'm saying is: If you want to get a cloak, place a person on each Quillmane spawn point, and have a druid/ranger/bard who knows the macro that targets the elephant or lioness trigger constantly looking for and killing these triggers. This means you need 4 people, including someone with track. Spawning and finding Quillmane is a hell of a lot more work than it used to be, and I highly doubt anyone would sell this service anymore for anything less than 10-15K.
My advice: Make Quillmane a guild event with at least 1-2 people on placeholders and 3 people on spawn points.
