Because back then few people understood what a jpeg was let alone why it was smaller than a bitmap, and why that was important. I remember uploading a massive (for the 14.4k modem days) bitmap to my website and wondering why it took so incredibly long to load the page. Someone from Ireland no less had to point out, you need to use a jpeg. It was the first I'd ever heard of picture file compression. Ok that was 1997 or something, but still.
It was all 14 inch CRT monitors, Pentium 120's, and slow ass modems. No-one except Kevin Mitnich knew what they were doing ;)
