A workable FFA Raid Rules System
No one's a fan of camping, because it's a hassle.
But no one wants to do a raid rotation, because they either feel like they/they're guild desire it/deserve it more than other guilds who are less active; or they just plain want to raid more than a raid rotation allows. So what about an enforced FFA? Where either 1) you're NOT allowed to camp (enforcing this would be the problem), or 2) camping members in a zone doesn't give you any initial right more than engaging. The second is similar to another "first-to-engage" set of rules, and the problem with it is that guilds might camp directly on the spawn point and KS each other or argue over who tagged first. Leading us back to the headache of going to the GMs. The first's problem is, obviously, "how would this be enforced?" 1A) Well, one idea, that would minimize arguments to GMs, is allowing a time-stamped screenshot showing a guild camping an empty spawn point to be considered proof enough for a short-term (2-day or so) suspension. 1B) A second idea, if there are still photoshopping and other questions raised by the first, is that a sizable number of other guilds can send representatives to the spawn site, and if x differently guilded (from currently raiding guilds) officers tell the GMs a guild is camping, the GMs enforce the penalty. X would be maybe 60% of current raiding guilds, rounded down. A current raiding guild has cleared at least half of Plane of Hate or Fear (or some other standard). This is the system I favor. What this system would effectively do is send it back to the days of tracking and killing - guilds would be allowed to have a tracker, or maybe a tracker and a porter, or some agreed upon number of players in the zone to check, then mobilize when named were up. One miscellaneous problem occurs to me - sol b. Since sol b is generally populated, it's not uncommon to see 10 or 15 members of a raid guild there there leveling, or taking out fire giants or efreeti. The solution to this I would think is that if someone sees 10 people from a guild in sol b just afking, they could call shenanigans like any other boss area (PoF/H or perma). I've left a couple of particulars undefined, but whatever we picked for say, % needed to offer proof of camping, the system is essentially the same. I would think to actually get a set of raid rules like this enforced it would need to be discussed by currently raiding guilds and, if they think this is a workable solution, like I do, the support of the server could get the GMs to agree to it.
