Dark elves & High keep
 

would an agnostic dark elf enchanter be kos in high keep, and if not (or so) would there be a way to turn in goblin ears to bossec?

Race is not important for an enchanter as you can basically be any race that you want. And an agnostic human surely will have no problems in high keep if he/she didn't do anything negative for that faction (like killing guards).
