Cloak of Hazy Memories?
 

The P99 wiki doesn't have this item, and the quest that leads to it has only faction and money as a reward:

Is this item intentionally not available, or is the wiki wrong (I have the guts and won't complete the quest if the item is currently not in, and will be added later).

It might have been added later. That the item is attuneable is kind of odd for this server. And the only comments for it on allakhazam (the cloak, not the questline) dont start until 2011. So Sony might have just added it to an old quest.

If you scroll down there are lots of comments from 2002 and one from 2001. It looks as if the quest may not have rewarded the cloak for a while though. There is one comment from December 2002 where that seems to be the case.

Attuneable etc. on items on the ZAM site doesn't mean anything because they are all updated to their current live versions, which also include FT and slots where applicable.

But yeah, the more I look at this, the more it looks like it was added at least after Velious.

That cloak caused controversy on the EQlive progression servers because they mistakenly left it in, then fixed the quest so it would no longer be rewarded.

But yes, its not a classic item.

The quest is classic. The cloak wasn't added until 2006.
