This is surprising to me. Here's been my experience: Nusback is on Storm Guard faction, i.e. the same faction as Kaladim guards. This faction is raised every time you kill a Crushbone orc or a goblin in Butcherblock Mountains. If you kill a LOT of orcs and/or goblins, you can raise this faction to dubious, which lets you navigate South Kaladim (the part of the zone connected to Butcherblock) with near-impunity (only exceptions are the bard Kilam Oresinger and the part of the zone with Kazon Stormhammer, the king of the dwarves). At that point, I believe you can hand in belts. Certainly Canloe Nusback isn't going to kill you - the real question is what faction you need to hand in belts and pads.
I've managed to get all of Butcherblock except for that fucking bard to like my iksar monk Ridley (I'll get the bard too, after some faction grinding in Mistmoore). However, I was greatly aided by the skill Sneak, which is invaluable for faction grinding. What I did for Storm Guard faction was get a ton of belts and pads, get an invis outside of Kaladim, run in, get behind Canloe Nusback, put on Sneak, de-invis, and hand in belts and pads. He did not turn around upon hand-in, and indifferent faction (which is what Sneak gives you) is enough to do the turn-ins. Wolf Form may fulfill much the same function, though it's outdoor-only and doesn't stick upon zoning, so I don't think it's possible to get Wolf Form inside Kaladim. If you don't have Sneak, you'll have to kill a ton of orcs and/or goblins to get to dubious first. Also make sure you do the slave key quests whenever possible.
So the point is, it's certainly possible, but it's very time-consuming, especially without Sneak. Certainly by the time you manage to get good enough faction with Storm Guard to hand in belts and pads, you're not going to be getting good EXP from handing in belts and pads. The reason to faction grind Kaladim is for fun or for the convenience of banking there, not for belt/pad EXP.
ALSO: major caveat: doing the Crushbone belt/pad hand-in quests WILL destroy your Craknek Warriors faction, which is the warrior guild in Oggok. This is not the same as the Oggok guards, who are on Clurg faction, so you'll still be able to get around the city (I believe), but just an FYI.
