manually drink some water (right click on it)

if you are thirsty (out of water) there is your problem.

stack of summoned food and water with breeze. not regenerating. so not thats not my problem

welp only other thing i can think is zone out and relog :/

Stupid? question.. Are you using your new level 19 spell, Frenzy by any chance?

I am actually... to @Samwise, logging/zoning didnt seem to help. Its sporadic ill see my self bounce from 20%-24% then back to 20 a tick

So i clicked off frenzy and am now gaining mana again, does that stop mana regeneration or is it a bug?

It stops it.
