Ulrich McMannus loot table

I've looted a "Giant Rat Tail" off him a few times now. That was never in Classic.
Also he is supposed to drop a rusty halberd all the time, and currently does not.

Fixed, pending update.

His loot was all kinds of wrong.

Also upped his max hit to 72.
