If I petition but have to log before they get back to me....how am I going to know the answer????

If you petition on the forums you'll probably get a reply. Maybe.

In my experience usually someone from CSR will catch you the next time you're online. I assume they have some sort of system like a ticket system where they leave it open until resolved and then close it that way CSR can just go through the open tickets when they pop on and reach out as needed. Just a guess.

Do I need to be on the same character or will others on the same account trip the trigger letting them know I'm on?

Other characters are just fine, they know how to find you :) Not sure about other accounts, but doesn't sound like that's a concern.
