Before I invest heavily (few hundred k) - aside from min/max stats perspective, which race you prefer?

To me, I see the following.

Human: No night vision. Can wear robe. Custom helm not unique (same as male).

Wood elf: Cannot wear robe. Slashing animation looks weak. Custom helm is good looking.

It might be helpful to make a list of the ranger-usable robes for your consideration:
• Guardian Robe - super-rare, but farmable. Blue-and-purple with 12ac, 5sta, 8int, 45mana, 7mr, and 7fr. https://wiki.project1999.com/Guardian_Robe
• Robe of the Azure Sky - not sure how hardcore you are about raiding, but this wouldn't be an option for any but the most hardcore on P99. https://wiki.project1999.com/Robe_of_the_Azure_Sky

Also, you can get a Glowing Stone Band to put on at night for Infravision; and it's actually easy to get a Helm of the Tracker, which grants Truesight (See Invis + Ultravision). https://wiki.project1999.com/Helm_of_the_Tracker

Definitely human Ranger. The wood elf racials offer no benefits really since rangers already get hide and forage. And the possibility of a robe one day is nice.

Also you’ll want to get the helm of the tracker asap which has an ultravision effect so make sure you go Tunare.

I did male human ranger for my twink toy, but for female I’d go wood elf.

I made my ranger on green Half-Elf because I like the half elf armor models. If you're dedicated enough to get a robe, definitely Human though.

Wood elf fungi fashion is by far the worst. I usually wear a tranix anyways.
